Abstract
The purposes of this study is to compare the willingness of rural households towards the participation of the rural residential land consolidation in suburban area and the outer suburbs of Jiaxing City. It further aims to provide insight for the policy amelioration. Methods used include field survey, statistic analysis, and case comparison. The results show that 1) the willingness of rural households towards the participation of the rural residential land consolidation is significant different regarding the suburban and outer suburbs; 2) the preferred compensation upon farmers in suburban and outer suburbs are common, i.e., new homestead plus a certain amount of cash. However, regarding the re-settled location, the farmers in outer suburbs prefer to stay within the original town, while the peri-urban ones like to move to closer to the city. The outsiders have greater interests in continuing cultivation on their land after the resettlement, while the peri-urban ones do not; 3) The willingness of resettlement is significantly influenced by the facilities in the re-settled place and the changes of life. The peri-urban farmers emphasize the importance of these factors more than the outsiders. The paper concludes that there is a significant difference between the peri- and outside suburban areas in terms of factors on participating the rural residential land consolidation. The policies designed by the government should be diverse according to the differences between the farmers of suburbs and exurbs.
