Abstract
The essence and core of the outlook of scientific development is to persist in the principle of "people first",and people's free and all-round development reflects exactly the connotation and requirement of this principle and represents its ultimate goal.As our country is at the primary stage of socialism,some unfavorable factors remain that hinder the all-round development of people.At the stage of obvious contradiction,the New Generation of the Central Collective Leadership of CPC advocates the outlook of scientific development.Providing a methodology to guide the development of people,it is an effective practical approach to the free and all-round development of people.
