Engineering Application in Water Supply Projects through Contracts: Built-ownership-operation
Abstract
Shortage of freshwater resources in Hormozgan and increasing water supply projects, new techniques, especially Built-Ownership-Operation that is currently prevailing in Hormozgan and the problems ahead related to conduct project and weakness of its functions, is necessary to apply value engineering for better management, improved basic functions, reducing unnecessary costs and reduce time wasted on these projects.Value Engineering approach, will be useful in all phases of the life cycle of these projects. In other words, due to problems and possible changes in construction or operation of projects , value engineering techniques to assist the regular analysis of the value and costs to improve performance and better performance is useful. The successful implementation of value engineering in any project is depended to the interaction of elements based on a four-factor structure of it in such projects (Buyer - Investor - Consulting - legislative bodies) and the correct application of value engineering work programs ;can be used to improve performance and reduce project time preserving or enhancing its quality and its action.
