This paper focuses on the controller design and simulation for Near Ground Flying aircrafts. To fulfill the near ground flying as well as to enhance the penetration ability of the aircrafts, a control strategy is presented. Firstly, a type of digital elevation model is introduced. Secondly, the outline of the digital elevation model is described by choosing the characteristic points. Thirdly, the safe distances of the sensors are considered. Finally, by applying the aircraft's pitch angle and the altitude as reference tracking commands, a tracking controller based on LQR method with integral augmentation is designed. Simulation results are given to demonstrate the effectiveness of this controller.
