Through literature review,this paper introduces the major principles of collection selection of the western libraries: value theory,demand theory and usage theory,and analyzes their characteristics and disadvantages,and then points out that there is no absolute demarcation line among them.Based on these,the paper points out that libraries are faced with the challenges of competitive markets within the context of the digital environment,and sums up that the value orientation of collection selection should be the end-users' needs in order to improve the quality of collection development and users' satisfaction.
