Japan’s unemployment insurance system consists of two-layer system of unemployment insurance and prevention of unemployment,which presents three characteristics,the prevention,protection,and capacity development,meanwhile,plays three functions of strengthening employment,stabilizing the lives and re-employment.Learning from the experience of the unemployment insurance system in Japan,it is significant for China to construct the unemployment insurance system.
