Abstract
With the development of knowledge based economy, science and technology have become the first productivity. As the international competition increasingly grows in intensity, people at all circles, day by day, pay much attention to technological innovation. But some one only notice the technological innovation inside enterprises as main bodies and ignore the leading function of the research universities in the tech innovation. The kind of university has its own advantages of talents, subjects, materials, information, state mainly built-laboratories and scientific research achievements. It is very important to take measures to enhance the leading function of the universities in this innovation by establishing the Industrial Gardens of Science and Technology in the universities, setting up high scientific and technologic industries, starting cooperation of production, learning and research and assigning the patents.
