Abstract
The concept of the welfare state?broadly de fined as a concept of government in which the state "plays a key role in the protection and promotion of the economic and social well-being of its citizens" and ensures the provision of basic educa tion, housing, and health services?is not generally central to debates about public administration in the United States, where policy discussions tend to frag ment into the management or budgetary aspects of entitlements, social payments, or specific programs. But in Western European countries, managing the postindustrial welfare state represents a formidable challenge for governments experiencing continuous population shifts and changes in the labor market, as well as the expanding effects of globalization.
