Legal obligation of circular economy promotion should be shared by all stakeholders according to the common principle but it has different responsibilities. It is mainly involved in activities such as cleaner production,energy efficiency,eco-design,sustainable consumption and environment-friendly waste management,etc.Theoretical supports about the obligation could be found in externality theory as well as fundamental principles of environmental law.With the focus on waste management,the author explored the allocation of the obligation.The dilemma of the extended producer's responsibility was also discussed.

Circular economy promotion requires shared responsibility among stakeholders, including cleaner production, energy efficiency, eco-design, sustainable consumption, and eco-friendly waste management.
